Minutes of March 4, 2025 Meeting

The monthly meeting was called to order and instructed to start the tape recorder by Chairman,
Matthew Robison, on Tuesday, March 4th, 2025 at 5:00 pm, as advertised, at the township building in Wind Ridge, PA. ALl rose to pledge the flag. Supervisors present, Matthew W. Robison, Charles Kiger & Thomas Chess III. Secretary-Deborah Penska.

PRESENT: Jon Helphenstine, Jimmy Helphenstine, Charlie Day, Buz Headley, Marty Dinsmore, Mary Jane Kent, Travis Jones & Donnie Jacobs.

MOTION to approve February 4, 2025 minutes and place on file by Thomas Chess III. Second by
Matthew Robison. All in favor.

MOTION made to approve February, 2025 treasurer’s report and place on file by Charles Kiger. Second by Thomas Chess III. All in favor.

PUBLIC COMMENT ON AGENDA ITEMS:

Travis Jones asked why the supervisors are revisiting wage increase when raises were given at the organization meeting in January. A lengthy discussion was held on giving Allen Chess another 50 cent raise.When Allen was hired he was promised a 50 cent raise in 3 months and the supervisors never gave the raise, thus the reason for the increase now.

OLD BUSINESS:

NEW BUSINESS:

  1. MOTION by Charlie Kiger to give Allen Chess a 50 cent raise to take effect the next pay. Second by Matthew Robison. Thomas Chess Ill abstained. Motion carried with two votes.

ACTION ON BILLS:

MOTION by Matthew Robison to approve & pay all bills. Second by Charles Kiger. ALl in
favor.

OTHER CORRESPONDENCE OR BUSINESS:

Payment was received on March 3, 2025 in the amount of $177,869.69 from Penn DOT for Liquid Fuels. Richhill VFD will be holding fish fry’s from March 7 to April 18, 2025.

Richhill VFD will be holding a CPR class on March 8, 2025 starting at 10:00 am.

PUBLIC COMMENT:

Jon suggested the supervisors make job descriptions for the various positions in the township. A lengthy discussion was held on this topic. Marty again asked about street lights in the back alley.
Mary Jane announced that the Harvey’s Grange has a flag disposal box on the porch if anyone is in need of disposing of a flag. Jimmy asked if the township still has the broom for the backhoe to sweep the parking lot at the firehall, preferably before the fish fry starts. Travis asked if West Finley only being called on priority calls is still the protocol with Ambulance and Chair. West Finley is now called on all calls with Ambulance and Chair as a service to Richhill Township. Travis suggested asking West Finley for documentation showing the number of calls responded to in Richhill Township. Charlie stated that since West Finley is willing to come to Richhill Township and aid Ambulance and Chair with these calls, procedures should be left alone and cause no conflict between the two companies.
